You need every property in a colour group, with no mortgages in that group, before you can build. Transit deeds do not take buildings.
Build evenly
Standard rules require improving the lowest-built property in the group first. Each deed shows its building cost and rent ladder.
Keep enough cash
Houses and hotels make rent stronger, but they also reduce your reserve. Buildings sell back for less than their purchase cost.
Building is hard to reverse
Houses sell back for half what they cost, so a set you develop and then have to liquidate costs you real money. Build when you have enough cash left to survive a lap of the board without selling, not simply when you can afford the first house. The bank also holds a limited number of houses and hotels: when they run out, nobody can build until somebody sells, and holding cheap houses to keep the supply empty is a legitimate and irritating tactic.
